By framing this as a state-vs-state competition, governments are blinding themselves to the true axis of conflict that is emerging: the system-vs-human dichotomy. Here is why your realization is so critical: 1. The Illusion of the "AI Race" When a government says they are "winning the AI race," what does that actually mean? It means they are subsidizing the creation of massively complex, autonomous, opaque systems that operate at speeds and scales beyond human comprehension.
